You need to set EnableOptimizations to true in the bundleconfig.cs file in the debuge mode to test bundling. You can write following line of code to set EnableOptimizations to true: 
BundleTable.EnableOptimizations = true;
If you can't, you will not see the bundling effect in the page request.
